CLASS SUMMARY:
Responsible for managing the technical, financial, and business administration of airport projects from concept through implementation, ensuring projects are completed on time and within budget. Supports project development and delivery, strategic planning, long-range plans, program management, emerging technology deployment, and development plans. Manage business processes focused on planning, environmental requirements, land-use planning, standards and specifications development, code compliance, and technical data management.
ESSENTIAL DUTIES: This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.
- Develops, implements, and monitors procedures/processes utilized in CVG’s Master Plan including guidance and oversight of program/project management, scope development, required resources, budget estimates, specifications for procurement, quality assurance, risk assessment and mitigation, scheduling, reporting, operational readiness and close out.
- Responsible for management and performance of project planning, design, budgets, project delivery methods, and project control procedures for airport projects and programs that enhance the business, including analysis of operational implications, impacts to the master plan, regulatory requirements, and safety requirements.
- Responsible for analyzing and evaluating the potential environmental impacts of proposed development projects and identifying ways to mitigate or prevent those impacts.
- Provides expert guidance on environmental permitting and regulatory obligations to ensure compliance with applicable environmental standards and requirements.
- Ensures environmental requirements are fully integrated into program planning and design strategies. Collaborates with internal teams and external stakeholders to proactively identify and address environmental risks.
- Engages with internal and external stakeholders to identify, assess, and manage environmental risks associated with assigned projects.
- Provides guidance and support required to implement the National Environmental Policy Act (NEPA) and other environmental laws, including airport noise compatibility planning, airport noise and access restrictions, and environmental review for airport development.
- Supports a variety of planning projects including roadways, airside planning, long range planning, community planning, or concept development.
- Coordinates with local government planning and zoning officials. Participates in local government zoning commission meetings.
- Anticipates operational needs, which may include land acquisitions, airfield changes, terminal modernization build outs, roadway infrastructure changes, etc. while remaining FAA compliant.
- Manages and facilitates implementation of projects and plans relevant to CVG within procurement requirements and established schedules and budgets. Manages development of negotiating strategy, scope, pricing, and terms for construction and consultant contracts.
- Responsible for organizing project budget information in support of the CVG annual budget across several CVG departments.
- Manages projects in accordance with CVG and department procedures including record management, document control, and project closeout.
- Responsible for all contract management activities as documented in KCAB Policy 1014, Contract Management. As the subject matter expert responsible for all key aspects of contract management ensuring KCAB’s interests are represented in any business activities regarding the agreement. Prepares RFP’s, bid specifications, and negotiates contracts.
- Establishes and maintains efficient relationships with vendors, program managers, project engineers, design firms, construction firms, and other agencies or organizations.
- Identifies active and potential projects to be included in the Operating, Maintenance, and Capital Project Programs.
- Presents specific project data and technical information for on-going and proposed projects to support goals.
- Performs other duties of a similar nature and level as assigned.
TRAINING AND EXPERIENCE:
Bachelor’s degree in planning, environmental science/studies, architecture, engineering, project management, construction management, or a related field with three years of experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above.
LICENSING/CERTIFICATIONS:
- Maintain Security Identification Display Area (SIDA) clearance.
- Valid driver’s license.
- Obtain and maintain ability to drive on the Airfield Operating Area.
- Obtain and maintain position appropriate NIMS & emergency training.
- OSHA 30 or ability to obtain within 6 months of hire.
- Project Management Ready (PMI) or ability to obtain within 6 months of hire.
- Certification as a planner, architect, professional engineer (PE), certified construction manager (CCM), Program Management Professional (PgMP), Project Management Professional (PMP) or equivalent is preferred.
- Ability to obtain and maintain appropriate position Federal security clearance.
DEMONSTRATED KNOWLEDGE OF:
- Project management principles and the management of project life cycle phases, from initiation and planning through design, bidding, implementation, and close out.
- Effective project management practices and standards including sound judgment, decision making, problem solving, sense of urgency, productivity, effective time management and the concurrent management of multiple projects and tasks with efficiency and effectiveness.
- Uniform Building Codes, OSHA building construction regulations and other pertinent safety rules and regulations.
- NEPA procedures and requirements, including conducting environmental assessments (EAs) and environmental impact statements (EISs).
- Familiarity with relevant federal and state environmental laws, including those related to endangered species, wetlands, and hazardous waste management.
- An understanding of airport planning principles, including master plans, airport layout plans, and the interplay between planning and environmental processes.
- FAA regulations.
- Field evaluations and assessments, such as wetland delineations, resource assessments, and threatened and endangered species screening.
- Public involvement activities including preparation of meeting materials, attendance at meetings, and responding to comments.
- Principles and practices of airport planning, design, and construction.
- Principles and practices of airport administration, including budgeting, purchasing, contracting and records maintenance.
- Contract management.
DEMONSTRATED SKILL IN:
- Understanding, interpreting, and enforcing compliance with plans, specifications, schedules, and contract provisions.
- Experience with National Environmental Policy Act (NEPA) documentation including Categorical Exclusions, Environmental Assessments and Environmental Impact Statements.
- Proven experience in monitoring, tracking, and delivering environmental components in infrastructure or development projects.
- Clearly and effectively communicating, both orally and in writing.
- Managing large scale complex projects.
- Estimating, scheduling, and budget control techniques and use of computer software.
- Use of a variety of computer-based technologies including Microsoft Project (or equivalent scheduling program), word processing, presentation software and spreadsheets. AutoCAD is not required but preferred.
- Establishing and maintaining effective, fair, cooperative, collaborative, and respectful relationships with internal and external colleagues, peers, work teams and workgroups.
- Use of independent judgment.

ADA AND OTHER REQUIREMENTS:
Positions in this class typically require climbing, stooping, kneeling, crouching, reaching, standing, walking, fingering, feeling, talking, hearing, and seeing. Medium Work: exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
