Purchasing Requirements
Procurement decisions are made to select the proposal/supplier which presents the best value to KCAB.
KCAB follows KRS 183.142 as its criteria for public bid requirements. KRS 183.142 requires public advertisement of expenditures exceeding $250,000. In lieu of publicly bidding a purchase that exceeds the $250,000 threshold KCAB may choose to purchase goods or services in accordance with a contract entered into by the Finance and Administration Cabinet for the Commonwealth of Kentucky provided the state contract has been let by competitive bidding, was negotiated by the Cabinet with a vendor who maintains a General Services Administration (GSA) price agreement, or was negotiated by the Cabinet based on a cooperative agreement and is considered by KCAB to provide the best value.
Exceptions to the public bid requirements include expenditures for professional services, procurements pursuant to an emergency certificate, and certain perishable goods.
Under KRS 183.142 KCAB may purchase certain goods and services directly from vendors who maintain GSA price agreements with the United States pursuant to 40 USC 502. The Federal supply schedules available to CVGAA to purchase from are:
- a. Automated data processing equipment (including firmware), software, supplies, support equipment, and services (as contained in Federal supply classification code group 70).
- b. Alarm and signal systems, facility management systems, firefighting and rescue equipment, law enforcement and security equipment, marine craft and related equipment, special purpose clothing, and related services (as contained in Federal supply classification code group 84 or any amended or subsequent version of that Federal supply classification group).
Finally, KCAB may use cooperative contracts for the procurement of goods and services under certain circumstances.
